Kerala is one of India's most progressive states in terms of social welfare and physical quality of life. A highly literate people who live better and have better access to social services and medical care than many other parts of the country. It has India's lowest infant mortality and highest life expectancy rates.
Keralites have a cosmopolitan outlook and they are comfortable with English, Hindi or Tamil apart from their mother tongue – Malayalam. Kerala is also India's cleanest state.
Kerala has a single-chamber legislative assembly of 140 seats. The state sends 29 members to the Indian national parliament: 9 to the Rajya Sabha (Upper House) and 20 to the Lok Sabha (Lower House). Local government is based on 14 administrative districts.
